On the same day, it was revealed that Seungri presented three tickets to the Big Bang concert to Police Commissioner Yoon. Yoon was previously arrested on charges of spreading confidential official information.
Now Police Commissioner Yoon is also detained for violating the Inappropriate Application and Gratification Law. This law, also known as the Kim Young Ran Act, is an anti-corruption law that prohibits individuals from giving and accepting bribes.
The Provincial Special Detective Division of the Seoul Metropolitan Police confirmed that Police Commissioner Yoon did not pay a portion of his expenses for eating and playing golf with Seungri and Yoo In Suk. When interrogated by police, Seungri claimed to give a gift in the form of a concert ticket to him.
Police added that they had not detained the wife of Police Commissioner Yoon, Senior Chief Inspector Kim, who also received a ticket. A police source said, "In order to detain him on charges of violating the Application Law and Inappropriate Gratification, we must find out the amount (exchanged), and further investigation is needed."
